Dear Ms. Webb:

Pursuant to Section 17(j) of the Commodity Exchange Act, as amended, National Futures Association ("NFA") hereby submits to the Commodity Futures Trading Commission ("CFTC" or "Commission") proposed amendments to NFA Code of Arbitration Sections 6, 8, 10 and 19 and NFA Member Arbitration Rules Sections 2, 3, 5, 7, 10 and 17. The amendments contained herein were approved by NFA's Board of Directors ("Board") on May 21, 1998. NFA respectfully requests Commission review and approval of the proposals.

Explanation of Proposals

NFA respectfully requests that the Commission review and approve the proposed amendments referred to herein and requests that they be declared effective upon Commission approval.

* The amendments to NFA Code of Arbitration Sections 6, 8, 10 and 19 became effective on June 1, 1999. The amendments to NFA Member Arbitration Rules Sections 5, 7g, 10(c), and 17 became effective on June 1, 1999.
