Dear Ms. Webb:

Pursuant to Section 17(j) of the Commodity Exchange Act, as amended ("the Act"), National Futures Association ("NFA") hereby submits to the Commodity Futures Trading Commission ("CFTC" or "Commission") proposed amendments to NFA Bylaw 1301, NFA's Code of Arbitration and Member Arbitration Rules, NFA Compliance Rule 2-24 and Registration Rules 401(h), 701(c)(6) and 802(a), (b) and (d), and the proposed deletion of the Interpretive Notice Regarding Experience and Proficiency Requirements for Ethics Training and the Interpretive Notice Regarding Authorized Ethics Training Providers. The proposals contained herein were approved by NFA's Board of Directors ("Board") on August 15, 2002.

NFA is invoking the "ten-day" provision of Section 17(j) of the Act and will make these proposals effective ten days after receipt of this submission by the Commission unless the Commission notifies NFA that the Commission has determined to review the proposals for approval.
